What happens if someone objects to a premises licence application?
During the consultation period for a Premises Licence application, responsible authorities and other eligible parties can make relevant representations. An objection does not automatically mean the application will be refused.

Who Can Make a Representation?
Relevant representations can come from responsible authorities and other parties entitled to comment under the Licensing Act process. They must relate to the licensing objectives and satisfy the statutory requirements.
Consultation is part of the timescale. How long does a premises licence take?
What Can People Object About?
- crime and disorder
- public safety
- public nuisance
- protection of children from harm
These are the four licensing objectives.
What Happens After an Objection?
Discuss the concerns
The applicant may be able to discuss the concerns with the person or authority that made the representation. This can lead to agreed amendments, additional conditions or changes to hours.
The objection can be withdrawn
If concerns are resolved, a representation may be withdrawn. Where all relevant representations are withdrawn, a hearing may no longer be necessary.
Licensing sub-committee hearing
The committee can consider the evidence and determine the application in accordance with the Licensing Act framework.
Grant, modify or refuse
A licensing authority has powers to modify or refuse aspects of an application where justified. The outcome depends on the evidence and the licensing objectives.
How Can Applicants Reduce the Risk of Objections?
- prepare a realistic operating schedule
- consider local residents and nearby sensitive premises
- seek appropriate hours
- address noise, security and age-verification issues
- engage with responsible authorities where appropriate
